I have always presented extra bags/overfilled bins. Why will they no longer be uplifted?
The Council will not be collecting side waste left in bags or boxes at the side of a bin and we will not collect overfilled bins or bins that are too heavy. There are several reasons why the policy has been introduced:
1) This is due to advice from the Health and Safety Executive. Many injuries including cuts, needle (stick) injuries and back problems are caused by this practice. Bins with lids up are potentially overweight and therefore are difficult to move and can damage the bin on lifting causing further health and safety risks.
2) By not accepting side waste we are reinforcing the need and requirement for householders and businesses to use their recycling bins, meeting recycling rates and therefore avoiding financial penalties from the government.
3) It will assist in tackling the litter problems associated with waste that is not presented correctly i.e. dispersal through animals, birds and vandalism.
4) It will overcome safety issues for residents and pedestrians from bins and sacks presented on the pavement overnight or for long periods out with the normal collection date/time.
What happens if I present my bin after 7.30am and it is missed?
The new policy states that bins/bags must be presented by 07.30 on the day of collection. If a householder/business does not do this, and the bin/bags are missed they will have to wait until the next scheduled collection or take their waste to one of the Recycling Centres.
Why are you rolling out the bin policy when some householders do not have any access to kerbside recycling?
The main reason for the development of the policy is due to health and safety implications relating to the collection of wheeled bins and sacks for the collection crews and operatives. Perth & Kinross Council cannot delay the implementation of the Waste and Recycling Bin Policy for these reasons.
The Council are currently waiting on a decision from the Scottish Executive to introduce a new kerbside recycling service whereby general waste would be uplifted Week 1, recyclable waste Week 2, general waste Week 3, recyclable waste Week 4 and so on. Householders will still be serviced by a refuse collection vehicle every week, the difference being they will be asked to separate out paper, cardboard, plastic bottles and food & drinks cans into a blue lidded wheeled bin, leaving their general waste in their green lidded wheeled bin. For those residents who have access to a brown lidded garden waste bin this will service will remain the same, 2 weekly March to September and 4 weekly October to February.
What happens if no-one takes responsibility for the extra waste?
We have dedicated Waste Advisors who will endeavour to deal with excess waste that is “fly tipped” through the Enforcement Procedure for Dealing with Side Waste and Overfilled Bins.
