Penalty Charge Notice
If you receive a Penalty Charge Notice please do not ignore it. A reduced sum of £30 will be accepted as settlement if payment is received within 14 days of the date of issue of the Penalty Charge Notice. After the initial 14 day period the full sum of £60 will become due.
Paying a Penalty Charge Notice
Payment of a penalty charge notice can be made in several ways.

Pay by post
By Post with a cheque made payable to 'Perth & Kinross Council' sent to Parking Services, Perth and Kinross Council, The Atrium, 137 Glover Street, Perth, PH2 0HY.
The payment slip attached to the penalty charge notice must be included and the penalty charge notice number must be written of the reverse of the cheque along with your address. Receipts will only be issued on request and on provision of a stamped addressed envelope. Pay in person
In person by cash, cheque, Debit / Credit Card (MasterCard, Visa, Delta and Switch) at the above address, or at any Perth and Kinross Council payment office. Pay by telephone
By telephone using a Debit / Credit Card (MasterCard, Visa, Delta and Switch) to the Parking Services office at The Atrium on 01738 477212 between the hours of 9am and 5pm Monday to Friday.
Challenging a Penalty Charge Notice
If you wish to dispute a penalty charge notice you must do so in writing and if your letter is received within 14 days of the date of issue, the cost will be held at the reduced sum of £30 until your letter is responded to.
If the penalty charge notice is not paid within 28 days of the date of issue a "Notice To Owner" will be sent to the registered keeper of the vehicle. This will request payment of the £60 but also explain how to dispute the penalty charge notice should you wish to do so.
If you choose to dispute the penalty charge notice at this stage you will have to do so in writing. If you are successful you will be informed that the penalty charge notice has been cancelled and that you need take no further action.
However, if you are unsuccessful the full payment of £60 will become due.
Appealing to an Independent Adjudicator
If your written representation is not successful and you do not accept the decision, you can appeal to an independent adjudicator. Details of how to do this will be provided along with the rejection letter.
