Perth & Kinross Council - Parking Attendants
Perth & Kinross Council Parking Attendants have been issued
with individual body-worn CCTV Recording devices.
The use of this equipment is to both deter and provide evidence in
dealing with incidents involving the Health & Safety of Council
Parking Attendants or to address complaints from the public
concerning failure to deliver appropriate customer service.
The equipment will provide corroborative evidence of verbal abuse
or threatening behaviour towards these employees as well as a
record, while they are carrying out their duties, of any direct
contact with members of the public which may subsequently be
subject to dispute.
The equipment has been supplied by SCS Security Services, Arran
Road, Perth. SCS is a local company which specialises in the supply
and maintenance of communications, CCTV and security systems to
Police Forces, Local Authorities, retail operators and security
companies, both nationwide and internationally.
The equipment has been developed to meet Home Office and Data
Protection Commissioner Guidelines with regard to encryption and
access control. The back office software allows access only to
authorised administrators and provides an audit trail for access,
management and redistribution of any evidential footage. the
recordings are admissable in Court proceedings due to the high
security involved in the processing of the data.
The back office software is set to automatically delete recordings
after 21 days (by default). If any recording needs to be kept
(Police interest/investigation or official customer complaints)
then it can be marked for retention and then deleted at a later
date after any investigations are completed.
Perth and Kinross Council remains committed to using proactive
measures to ensure the well-being and safety of its employees.
Council employees should not be subjected to either physical or
verbal abuse while carrying out their duties and this equipment
should deter individuals from engaging in this type of behaviour.
Evidence of such behaviour may be passed to Tayside Police with a
view to prosecution.
