Mental Health Issues

Applicants qualify if they can demonstrate ALL of the following:

§ Their ability to travel is impaired by a mental disorder,

§ The disorder has persisted for more than a year,

§ The applicant is required to travel to keep health or social care appointments or participate in activities as part of a treatment, care or rehabilitation programme

Evidence - These applicants must produce a Mental Health Issues Certificate (NCT002), available from the Local Authority or Health Board establishment (where applicable) completed by a Qualified Professional (as detailed below) demonstrating that the applicants condition is applicable under the Mental Health (Care and Treatment) (Scotland) Act 2003; the applicant’s ability to travel is impaired by their condition; that it has persisted for more than a year; and that their condition means that they need to travel in order to keep health or social care appointments or participate in activities as part of a treatment, care or rehabilitation programme.

Please note that the NCT002 certificate must be completed and signed by an appropriate professional prior to the NCT001 application form being completed and processed.

In order to confirm the authenticity of a certificate it should be signed and also bear the official stamp of the organisation.

The unique reference number/bar code reference from the application form should be written on the certificate in the space provided and the certificate should be retained by the Local Authority/SPT for audit purposes.

NOTE - A Qualified Professional for the purpose of this category is: Psychiatrist; Community Psychiatric Nurse; Educational Psychologist; Head Teacher of a Special Needs School; Occupational Therapist; Mental Health Officer; Social Care Manager.

Persons who cannot demonstrate that they need to travel as described above will not be eligible under this category even if they are covered by the definition of the Mental Health (Care and Treatment) (Scotland) Act 2003.
