Almondbank Flood Mitigation Scheme - Public Consultation
Perth & Kinross Council consulted with residents of
Almondbank, Lochty and Huntingtowerfield on the latest proposals
for a flood mitigation scheme.
Following earlier public consultation, an extensive review of
the scheme was been carried out and a revised outline design
developed. The revised scheme was put to public consultation in
June and July 2011 and received general approval.
The Council’s Environment Committee of 7 September 2011
agreed to progress the scheme. The Council therefore intends to
publish the scheme under the Flood Risk Management (Scotland) Act
2009 shortly and, subject the scheme being confirmed and the
funding situation being clarified, consultants will be re-engaged
to progress the detailed design.
Background
Almondbank has had a history of flooding from the River Almond
and East Pow Burn, with serious flooding events taking place in
1993, 1999 and more recently in January 2011. In order to
alleviate flooding in the area, the Council has commissioned
consultants to investigate the extent of the problem and develop
potential solutions. The current proposals comprise a series of
flood defence barriers along the River Almond and the East Pow
Burn and a flood storage area on the playing fields next to
Main Street.
Public Exhibition
The Public Exhibition took the form of a public exhibition
in the Bowling Club, (off Main Street) in Almondbank, between
Wednesday 22 June and Thursday 23 June 2011. A display was set up
at the venue and officers from the Council's Environment Service,
and their consultants, Mouchel, were available to answer any
questions. Representatives from the Scottish Environment
Protection Agency (SEPA) and the Scottish Flood Forum were also
present to provide information about SEPA's new Floodline direct
warning service and general advice on tackling flooding.
Responses
Comment forms were made available for members of the public
to record their views on the proposed scheme, highlight their
concerns or raise any key issues. An online comment form was also
available. Responses will be included in a consultation report
which will be circulated to all consultees to demonstrate that
their views have been fully considered.
