Your chance to comment on the plan for Perth and Kinross
The Proposed Local Development Plan 2 (LDP2) for Perth and Kinross will be published on 1 December 2017. The Proposed LDP2 updates and refreshes the first Local Development Plan (LDP) adopted in 2014 and sets out the Vision for Perth and Kinross, as well as policies and site specific proposals to achieve that Vision. The Plan, when adopted, will provide a framework running until 2028 for sustainable economic growth through the provision of homes, the encouragement of employment and the protection of the local area's rich natural and built heritage.
The period for representations begins on 1 December 2017 and runs until 2 February 2018 providing an opportunity for everyone to comment on policies and proposals. A consultation is also taking place on the updated Environmental Report which shows how the Council has considered the environment in preparing the Plan. A series of drop-in events throughout the Council area will give residents the opportunity to see the main policy changes and site proposals in the local area and to talk to Council Planning Officers who can help explain the Proposed Plan and how to make representations.
Proposed Local Development Plan 2
The Proposed LDP2 retains much of the spatial strategy that has shaped Perth and Kinross since 2014 whilst providing for the sustainable economic growth of the area and a low carbon future. It ensures there is sufficient land to meet the housing needs of the population and identifies sites to ensure economic prosperity.
Updated policies ensure that the housing needs of a diverse population are met, including providing for smaller housing units and special needs housing. Policies also aim to ensure proposals are delivered and an effective housing supply is maintained at all times.
Policies supporting low carbon energy have been renewed and updated and now include a spatial framework for large wind energy proposals. Heat networks are also now encouraged with potential benefits for addressing climate change and fuel poverty.
The Proposed Plan makes provision for the sustainable expansion of Perth with active travel expansion and improvements to Park and Ride facilities. A shortfall of housing land in the Strathmore and Strathearn areas has been met through additional sites or a reassessment of the capacity on existing sites.
The Proposed LDP2 and Environmental Report Addendum, are available online on the Proposed Local Development Plan 2 page. The website contains information on how to comment, background documents and an interactive StoryMap as well as an online summary of the Proposed Plan. Comments can be made through the StoryMap, an online link or a representation form which are all available on the website.
