Comrie flood protection scheme - Outline design

In August 2017 consulting engineers, Sweco, were appointed to develop the Council's preferred flood scheme. This work involves developing the proposed outline design in sufficient detail to allow the scheme to be published under the Flood Risk Management (Scotland) Act. Sweco's commission also includes the subsequent detailed design work and supervision of the construction phase.

Sweco are currently finalising the outline design of the flood scheme. This is based upon detailed ground investigation works and environmental, topographic and structural surveys which have been carried out around the town. Overall this work is taking longer than anticipated - however we currently have no overall change in the estimated timeline for the delivery of the Scheme.

Sweco have produced an outline design for the proposed flood defences within the town. The proposals were the subject of a public consultation held earlier in 2019.

Public exhibition - 30 April and 8 May 2019

A public exhibition was held in the Comrie Community Centre (the White Church) between 2pm and 8pm on Tuesday 30 April 2019 and Wednesday 8 May 2019.

The exhibition was in the form of community drop-in sessions and provided the community with information on the outline design of the flood scheme including the proposed flood defence types, alignments, heights and indicative finishes. A display was set up at the venue and officers from the Council's flooding team and Sweco were present to answer any questions. Comment forms were made available to allow residents to record their views and highlight any issues of interest or concern.

The Council and Sweco consulted with the community on:

  • The risk of flooding in Comrie;
  • The Council's proposals for a flood scheme; and
  • Other action to raise awareness of flood risk and improve flood resilience.

The display materials and presentation used at these events are listed below:

This information can also be viewed on the Council's Consultation Hub.

Response to exhibitions

The response to the exhibition was generally positive with the majority of the community being supportive of the proposed outline design for the flood scheme.

The Council and Sweco have collated of all the comments provided at the public exhibition and, where possible, amendments have been made to the proposed outline design. A full report recording the main comments and issues raised by the community and the Council's response, including a summarised (short) version of the report is provided below

The latest flood scheme drawings are also provided below:

Next steps

The public consultation on the outline design is now complete and, where possible, the proposals have been amended to address the concerns raised by the community. The flood scheme will therefore be published under the Flood Risk Management (Scotland) Act in the new year and the Council will notify all affected landowners and residents at that time.
