Coronavirus: National Entitlement Cards (NEC)

Due to the Coronavirus outbreak (COVID-19) it had been decided to stop all National Entitlement Card production temporarily.

Following recent changes at the company who produce the NEC, limited card production has recommenced for renewal and replacement cards for over 60's and disabled people Concessionary Travel Schemes. Until otherwise notified, no new applications for NECs will be processed.

Bus operators have been instructed to allow free travel to cardholders explaining that their card is lost, stolen, broken or expired. This instruction will remain in place until 30 June to allow those who have not yet applied for or received their replacement card to do so. From 1 July, bus operators will revert back to the normal process of allowing free bus travel only where a valid National Entitlement Card is presented.


Over 60's and disabled persons card holders can request a replacement card if it is lost, stolen or damaged by email or calling Customer Services on 01738 475000.


Bus passes for people with disabilities or with a companion entitlement (+1) will require to be renewed at regular intervals. When your card is due to expire you will have to provide current evidence of your eligibility. You do not need to make a new application.

Due to the Coronavirus outbreak our offices are closed so we are unable to accept documents in person. An electronic copy of your evidence will be accepted during this time including scans and photographs sent to or copies can be returned by post to Customer Services, Pullar House, 35 Kinnoull Street, Perth PH1 5GD. Please do not send original paperwork.
