Coronavirus: Strategic Framework Business Fund
The First Minister's Tier 4 Announcement
Further to the First Ministers announcement on Saturday 19th December regarding the Scottish Mainland moving to Level 4 on 26th December 2020, many additional Perth and Kinross businesses will become eligible for grants under the strategic business framework.

What Is The Strategic Business Framework Fund?
Strategic Framework Business Fund Temporary Closure Grant
Businesses who are required to close by law as part of the Scottish Government's tier system are eligible for grant funding. This will cover the period of any closures or restrictions.
The temporary closure fund will offer eligible businesses:
- £2,000 for premises with a rateable value up to and including £51,000
- £3,000 for premises with a rateable value of over £51,000
From 1 January 2021, there will no longer be an upper limit of £15,000 for any eligible business operating multiple premises.
The grant is payable for every four weeks for the duration the protective measures to close the business apply.
Strategic Framework Business Fund Business Restrictions Grant
Please Note: This section of the grant is not applicable in Tier 4 as all eligible businesses will now fall into the Temporary Closure Grant criteria.
If you have already applied
There are two main categories of business deemed to have already applied:
- Business that have already successfully applied for a Temporary Closure Grant or Business Restrictions Grant under Tier 3 restrictions
- Business awaiting a decision on an application made for a Temporary Closure Grant or Business Restrictions Grant under Tier 3 restrictions
In both cases, there is no need to reapply as Perth & Kinross Council will automatically alter grant amounts to reflect the new changes.
The altered grant payment will be paid on 25th January 2021 as scheduled.
Businesses required to make a new application
There are three main categories of business who will be eligible to make a new application from 26th December 2020:
- Businesses who were eligible in Level 3 but who did not apply
- Businesses who had applied and were unsuccessful under level 3 criteria
- Businesses who have never applied before but who are now eligible under level 4 criteria
In all instances above, we are urging you to apply as soon as possible.
Applications will be processed on receipt and payment will be made to all qualifying applicants on 25 January 2021.

How to apply
Apply online for the Strategic Framework Business Fund
Any applications made on or after the 20th January will not be processed in time for the payment run of the 25th January. We will continue to process the applications and if your application is successful it will be backdated and included in the February payment run.
These payments are grants and not loans. A grant awarded in respect of a valid application therefore does not need to be refunded by the recipient.
