Councillors will be asked to approve a statutory consultation about the creation of new Intensive Support Provisions (ISPs) in Perth and Kinross schools as part of the local authority's commitment to inclusive education.
If approved, this will include the first faith-based primary and secondary ISP classes in Perth and Kinross.
The proposal responds to the rising number of children and young people with complex and multiple Additional Support Needs (ASN) across Perth and Kinross.
It aims to increase the availability of local ISP placements, reduce travel distances, improve educational experiences for pupils and their families and enhance parental choice if seeking denominational education.
The recommended plan would see the establishment of all-through ISPs—covering both primary and secondary stages—at the Community School of Auchterarder (CSoA) and St John's RC Academy.
The ISP at the Community School of Auchterarder would serve children within its catchment area, offering specialist support in a familiar community setting.
The ISP at St John's RC Academy would provide denominational specialist education, addressing a current gap in faith-based ASN provision.
Councillor John Rebbeck, Convenor of Perth and Kinross Council's Learning and Families Committee said: "We want to give every child in Perth and Kinross the best start in life and these proposals represent a major step forward in how we support children and young people with complex and multiple additional support needs in Perth and Kinross.
"By creating new Intensive Support Provisions, including the region's first faith-based ISP, we are not only expanding capacity but also ensuring that families have access to inclusive education that reflects their values and community ties.
"These ISPs will reduce travel times, improve continuity of care, and allow children to thrive in familiar environments. It's about delivering the right support, in the right place, at the right time."
These developments form Phase 2 of the ISP expansion programme in the Perth and Kinross ASN Transformation Programme, which seeks to ensure that children with ASN can thrive, gain independence, and lead fulfilling lives.
If councillors agree to proceed, formal statutory consultations will be launched in October 2025.
