Education Accessibility Strategy approved

Councillors in Perth and Kinross have endorsed a new framework aimed at making it easier for pupils with disabilities to participate in school.

The Learning and Family Committee considered the new Accessibility Strategy and Action Plan for 2025-28 when it met on Wednesday.

All education authorities are required to prepare and implement an accessibility strategy for their schools.

The strategy outlines how the Council and its schools will meet their legal obligations, ensuring that pupils with disabilities are fully supported throughout their educational journey.

The Accessibility Strategy 2025-2028 is designed to serve everyone involved in the education of pupils with disabilities. This includes staff within the education authority and associated services, children and young people with disabilities, their families, and those who support or advocate for them in either a professional or personal capacity.

Building on the previous strategy covering 2022 to 2025, the new plan has been developed in close collaboration with key stakeholders.

These included headteachers, children and young people through Champions Boards, CALL Scotland and Perth Autism Support.

The strategy sets out a clear framework for increasing the participation of disabled pupils in the school curriculum, improving the physical environment of schools to enhance access to education and related services, and ensuring that information is delivered to disabled pupils in accessible formats and within reasonable timeframes.

These measures are tailored to the needs and preferences of the pupils and their families.

The strategy encompasses all aspects of school education and early learning and childcare provided by Perth and Kinross Council, both within and outside school settings. This includes education delivered in schools, community venues, halls, and after-school clubs and activities held in PKC-owned school premises, including those managed by external agencies.

Councillor John Rebbeck, convener of the Learning and Families Committee, said: "This strategy demonstrates commitment to ensuring that every child and young person in Perth and Kinross has access to a learning environment that is inclusive, supportive, and empowering.

"By working collaboratively with families, educators, and partners, we are taking meaningful steps to remove barriers and create opportunities for all."
