The Learning and Families Committee on Wednesday 29 January 2025 approved Report 25/19 which proposed to establish a new Intensive Support Provision (ISP) in Kinross High School. This report presented an Options Appraisal following an assessment of building capacity.

As a result, this Committee approved to prepare and publish a Proposal Paper (Word doc, 139 KB) and commence formal consultation on the following proposal:
- To permanently establish an ISP as a new stage of education in Kinross High School for pupils with additional support needs with effect from January 2026
Formal Consultation
The Consultation was undertaken in line with the requirements of the Schools (Consultation) (Scotland) Act 2010.
The consultation period ran from 24 March 2025 until 23 May 2025, a total of 32 school days.
A public notice was placed in the local press.
Public meetings
A public meeting was held to discuss the proposal and the Proposal Paper. The meeting was an opportunity for interested parties to:
- Hear more about the proposal;
- Ask questions about the proposal; and
- Have their views recorded so that they can be taken into account as part of the consultation process.
Anyone who wished to attend was invited to do so.

A note of questions and views was taken at the meeting. The notes of the meeting are published above and a printed copy is available upon request to the Schools Consultation Team.
Interested parties were invited to respond to the proposal by making written, electronic or online submissions on the proposal by no later than close of business on 23 May 2025.
Publication of Consultation Report and Decision
The next stage in the Consultation Process will involve the publication of the outcome and findings of the Statutory Consultation. This will be prepared after Education Scotland completes their visits to schools and prepares their report on the proposals. Once it is available, the Consultation Report will then be published for no less than three weeks on the Council's website prior to further consideration at a future meeting of the Learning and Families Committee.
