On Thursday 11 September 2025, Perth and Kinross Council took over the operation of Kinnoull Street Multi-Storey Car Park in Perth city centre, as part of its purchase of both the car park, formerly run by a private operator, and the offices at Pullar House.
The range of improvements to parking in the Fair City from bringing the facility within the Council's overall car parking provision are significant:
More choice for residents and visitors alike in where they park
Greater convenience through longer opening hours (7am to midnight, seven days a week)
Free parking before 8am and after 6pm Monday to Saturday on site, and additionally all day on Sundays
Parking charges will be the same as at Canal Street Multi-Storey and drivers can pay by cash or via the Ringgo app
15 minutes free parking will be available - ideal for dropping off or picking up after a trip to the cinema, Perth Theatre or Perth Concert Hall
Blue Badge holders will now be able to park for free at Kinnoull Street Multi-Storey Car Park as they do at other Council car parks
Perth and Kinross Council Leader, Councillor Grant Laing said: "Making the most efficient use of the buildings we have available to us helps us to deliver more effective services to our communities. We made a commitment in September 2024 to an annual £1.8m saving through the purchase of Pullar House and Kinnoull Street Multi-Storey Car Park at the end of our lease period. This is very important step towards that saving as we take ownership of both facilities.
"Our drive to work smarter and support improved access to public services is moving forward through linking up with public sector organisations who could benefit from having a modern central Perth location and providing space for rent, alongside colleagues from other public bodies. A great example of what has already been achieved by this approach has been the move of the NHS Tayside Vaccination Centre into Pullar House in 2024, and discussions are progressing positively with prospective tenants from the wider public sector."
Depute Leader and Convener of Economy and Infrastructure, Councillor Eric Drysdale commented: "Taking the decision to bring the car park into our spread of car parking provision is one we have considered at length, and the benefits to motorists are clear: more choice for anyone wishing to park in the city centre; improved, longer opening hours; the same excellent value as Canal Street Multi-Storey Car Park; free Sunday parking and free parking at all times for Blue Badge holders, all in another convenient location at the heart of Perth, close not only to the main shopping streets of the city but also its restaurants, cafes, tourist and cultural attractions.
"Alongside all this, we additionally anticipate a positive impact on the local economy from the new tenants we hope to welcome to Pullar House in due course."
