Residual waste contract statement

At a meeting of the Executive Sub-Committee of the Finance and Resources Committee of Perth and Kinross Council on Tuesday (16 December 2025), Councillors backed proposals which will help ensure that Perth and Kinross is able to meet the national landfill ban which comes into place at the end of this year.

The ban on biodegradable municipal waste going to landfill is intended to reduce greenhouse gas emissions and will come into place for all local authorities from 31 December 2025.

Unfortunately, the current provider, Paprec Energies-Binn, had advised that due to changes in their circumstances, they will not be able to dispose of all of the Council's residual waste in a way that fully complies with the biodegradable waste to landfill ban.

To mitigate the risk this presents the committee agreed to pursue a mutual termination of the current contract. Given the short timescale until the landfill ban comes into effect, the committee also agreed to the award of the residual waste contract to Fife-based Cireco on an emergency basis, for 18 months until a long-term contract with an alternative provider can be procured.

Councillor Stewart Donaldson, Convener of the Finance and Resources Committee, said: "The details of the report and discussion were heard in a private session of the committee, as it involved commercially sensitive information about the company involved.

"However, I want to reassure residents that these new arrangements will ensure the Council's waste disposal complies with this new environmental regime. Future financial impacts of this change will be considered as part of the budget process and longer-term procurement and reported through the normal budget updates to this committee."

Councillor Eric Drysdale, Leader of the Council, said: "Binn Group remain an active and valued contributor to the Perth and Kinross economy. Their continued work to support new clean technology projects and specialist recycling and circular economy services at the Binn Eco Park places our area at the heart of Scotland's climate change journey and I look forward to hearing more about their future developments locally."
