Improvement works at Pomarium Street flats progressing well

Significant progress is being made on a major improvement programme at Pomarium multi storey flats in Perth, with work running slightly ahead of schedule.

The essential upgrade project forms part of Perth & Kinross Council's wider programme of structural maintenance across all Council‑owned multi‑storey blocks in Perth. The works will ensure the buildings remain wind and watertight, warm, damp‑free, and secure - extending the life of the blocks so they can continue providing quality homes for local residents for years to come.

The programme includes extensive internal and external improvements to the multi‑storey blocks at Pomarium, Market, Milne, Lickley and Potterhill Courts. Planned works include upgraded external wall insulation, new roof coverings, improvements to balconies, handrails and walkways, balustrade replacements, passenger lift upgrades, and enhanced fire safety measures. Together, these will significantly modernise the appearance and performance of each block.

The Council is delivering the programme in phases. Works are currently underway at Blocks 7-51 and 52-95 Pomarium Street, which will be followed by improvement programmes at Lickley, Milne and Market Courts, with Potterhill scheduled last.

Work at Pomarium Street is running slightly ahead of schedule and is expected to be completed by June 2026, after which the programme will move on to Lickley Court.

Since work began in October at Block 7-51 Pomarium Street, the following has been completed:

  • Removal of all old external wall insulation, with installation of new insulation underway
  • Removal and replacement of defective render
  • Approximately 85% of the roof stripped and 40% re‑insulated
  • Full installation of new front balcony railings
  • Installation of new staircase windows
  • Completion of asbestos and electrical surveys

At Block 52-95, all scaffolding and hoists are now in place, external insulation stripping has started, and roof works are progressing well.

Ahead of the works at Pomarium, the Council engaged extensively with all residents and homeowners. Homeowners are required to contribute their share of the improvement costs, and a range of support options has been made available, including the opportunity to sell their property to the Council and become a Council tenant if preferred.

To date, 17 properties have been purchased by the Council, with a further five purchases in progress.

Preparations are already underway for the next phase of the programme at Market, Milne and Lickley Courts. New passenger lifts are currently being manufactured and are expected to arrive in January 2026, with installation beginning from February 2026.

Housing and Social Wellbeing Convener, Councillor Tom McEwan, said: "This programme represents a major investment by the Council and is vital to ensuring our multi‑storey blocks remain safe, warm and secure for current and future residents.

"The work is transforming these buildings inside and out and will greatly improve the living environment for residents and the wider community.

"I am very pleased with progress so far and look forward to seeing the results at Pomarium next year when the scaffolding comes down, before works move on to Market, Milne and Lickley Courts."
