Perth and Kinross Council has published its Circular Economy Strategy and Action Plan, marking a significant step toward transforming how waste, resources, and sustainability are managed across the region.
The strategy sets out how Perth and Kinross Council will support a transition to a circular economy by guiding the future transformation of waste and recycling services, associated infrastructure, and local economic development.
The strategy is built around an ambition to reduce waste, cut carbon emissions and support a more resilient and sustainable economy.
It has been designed to anticipate significant national policy developments expected over the next five years, including the introduction of Extended Producer Responsibility for packaging, a new national code of practice for waste collection services, changes to the Deposit Return Scheme, and the impact of the UK Emissions Trading Scheme.
These changes are likely to require local adjustments to waste collection services, infrastructure, and investment, as well as creating opportunities for new employment and improved recycling performance.
Success will be measured through improved recycling rates, reduced emissions, compliance with legislation, financial savings for both the Council and society, better-supported residents, and the growth of businesses operating in the circular economy sector.
Five strategic priorities underpin the strategy: reducing and reusing materials; modernising recycling systems; decarbonising waste disposal; strengthening the wider circular economy; and enabling behaviour change across communities, services, and businesses.
The Council intends to provide formal annual updates to Committee.
Councillor Richard Watters, Convener of Perth and Kinross Council's Climate Change and Sustainability Committee, said: "This strategy represents a major step forward in our ambition to build a greener, fairer and more resilient Perth and Kinross. The transition to a circular economy is essential if we are to reduce waste, cut carbon emissions and create new opportunities for people and businesses."
Councillors were told the waste and recycling sector is entering a period of unprecedented change and that local policies and practices will need to evolve as national legislation and guidance becomes clearer.
The Circular Economy Strategy and Action Plan ensures Perth and Kinross is well‑placed to respond to these developments and prepared for timely implementation.
