As Chief Officer of Health and Social Care, you will lead a diverse and ambitious Health and Social Care Team, which will include both NHS and Council staff.
Reporting directly to the Chief Executives of NHS Tayside and Perth & Kinross Council, you will provide strategic leadership to the Health & Social Care Partnership, working collaboratively with Senior Management Teams in Perth & Kinross Council and NHS Tayside, building on the successes the partnership has achieved so far.
The Chief Officer of Health and Social Care is accountable to the Perth & Kinross Integration Joint Board (IJB) for strategic planning, commissioning and oversight of delivery of the full range of integrated services through the Perth & Kinross Health and Social Care Partnership (HSCP), including commissioning services from its partner organisations and through them, from a range of independent and third sector providers.
Working in close partnership with other stakeholders across the NHS, partner Health & Social Care Partnerships and beyond, the Chief Officer provides the strategic vision required to ensure the development and implementation of transformational strategies and plans to ensure high quality health and care services are provided to the population of Perth & Kinross, in line with Government policies and priorities. The Chief Officer contributes to the strategic leadership and management of NHS Tayside and Perth & Kinross Council priorities, as appropriate.

If the successful candidate chooses to be employed under Perth & Kinross Council terms and conditions, this will be subject to direction from the Scottish Joint Council, as defined in the National Agreement on Pay and Conditions of Service for Local Government Employees.
Appointment of the successful applicant will be subject to satisfactory pre-employment checks including satisfactory references (one of which must be from your current or most recent line manager); pre-employment health assessment; evidence of qualifications; confirmation of right to work in the UK; and where applicable to the post a Disclosure Scotland Criminal Records Check/Protection of Vulnerable Groups Scheme Membership.
Salary
The salary for this post is currently £146,012 rising to £151,122 in April 2026 Placement on the grade will be determined in accordance with previous experience and current remuneration.
Hours of work
The hours of work are a minimum of 36 hours per week or whatever hours are necessary for the proper performance of this role. The post holder will also participate in the executive out of hours on call rota as required.
Pension arrangements
You will automatically join the Local Government Pension Scheme unless you choose to make alternative arrangements.

You may also be able to transfer other public sector pension scheme entitlements on joining the scheme, this may be explored at appointment.
Relocation expenses
Up to £8,000 based on criteria set out by the Council can be made for allowable expenses.

Motor vehicle provision
The Council does not provide a car to employees; however our Low carbon car scheme is open to all employees and allows employees to purchase a new car via salary sacrifice. Business mileage will be paid at the rate of 45p per mile for the first 10,000 miles and 25p per mile over 10,001 for petrol, hybrid or diesel cars. Annual leave
Annual leave entitlement is based on 26 working days, rising incrementally by one day during the first 5 years of continuous service at the commencement of the leave year, to a maximum of 36 days per annum after 30 years' continuous service. The Council also recognises a total of 6 local and public holidays with an additional day given to facilitate the festive closedown period. This day is fixed and falls on the last working day between 27 and 31 December. An Annual Leave Scheme which recognises service with a range of other employers also applies.
Notice period
The contract may be terminated by giving 3 months' notice in writing on either side.
Politically restricted posts
This position is politically restricted under the Local Government Officers (Political Restrictions) Amendment Regulations 1998 (as amended). This means that you are prevented from taking part in certain political activities.
Other employment
You may not engage in any other business or take up additional employment without the express consent of the Council. You must inform the Council of any outside activity which may in any way conflict with your work for the Council.
Terms and conditions - NHS Tayside
If the successful candidate chooses to be employed by NHS Tayside, this will be under NHS Executive/Senior Management (E/SM) terms and conditions, subject to direction by Scottish Government.

The terms and conditions for this role are set by direction of Scottish Ministers under the arrangements in place for Executive and Senior Managers Pay within NHS Scotland.
Remuneration
A package commensurate with the responsibilities of the post and the level of seniority of the position will be available to the successful candidate.
Salary band for this role is Executive & Senior Management (E/SM) Grade F (currently £106,955 to £141,596).
Hours of duty
The set hours of work are 37.5 per week; however, the number and pattern of hours will reflect the demands of the post. There is no contractual right to additional pay or time off in lieu of additional hours. This will not affect individual rights under the Working Time Directive. The postholder will also participate in the executive out of hours on call rota as required.
Pension arrangements
New entrants to NHS Tayside who are aged between sixteen and seventy-five will be enrolled automatically into membership of the NHS Pension Scheme.
Our pension scheme is provided by Scottish Public Pensions Agency. This is a qualifying pension scheme, which means it meets or exceeds the government's new standards. All benefits including life insurance and family benefits are explained on the SPPA website.
Once a year, (following 2 years' qualifying service) a statement is available online showing how much service has built up in your pension. You can increase your contributions by buying additional pension. For full details please see the Factsheet "Additional Pension" available on the SPPA website. The amount contributed by the government in the form of tax relief would also increase.
Superannuation benefits accrued in the NHS Scheme elsewhere in the UK can be transferred to the Scottish scheme by arrangement with the Scottish Public Pensions Agency. The transferability of other public sector pension schemes entitlements may be possible and may be explored on appointment.
Motor vehicle provision
Where there is a job requirement, a vehicle may be offered. The arrangements will be determined by the Remuneration Sub-Committee in accordance with the leased car provisions for staff on Executive Managers' pay arrangements.
Relocation expenses
Reasonable relocation expenses in line with the Board's policy will be payable, should the Board require you to move home. This will be discussed with you, as part of an offer of employment.
Annual leave
Annual leave entitlement is 27 days per year on appointment. There are also eight fixed public holidays each year.
