A Second-hand Dealer's Licence is needed by any person carrying on a business as a dealer in second-hand goods or articles. A licence is only needed by the owner or manager of the business and not by salespersons or other employees.

This Permit is for any businesses who use recycling centres to dispose of paper, cardboard, cans, plastics or scrap metal. It is also for businesses who dispose of any chargeable materials either at a participating recycling centre, or at Friarton Weighbridge.
