The Council published the notices for the South Kinross Flood Protection Scheme on 26 March 2024. Two valid objections were received in relation to the Scheme within the subsequent 28-day period. On 4 December 2024, the Council took a preliminary decision to confirm the proposed scheme without modification. Scottish Government Ministers subsequently confirmed that they did not intend to consider the Scheme and so the Council was required to hold a Local Authority Hearing.
Officers held separate discussions with both of the parties who submitted objections, however both objections were maintained. The Council have appointed an independent Reporter to consider both objections at a Local Authority Hearing. The Reporter was appointed to make a recommendation to the Council on whether the Council should:
- confirm the proposed Scheme without modification
- confirm the proposed Scheme with modifications
- reject the proposed Scheme

Outcome
The Council received the Reporter's Recommendation Report on 12 March 2026 which recommended that the South Kinross Flood Protection Scheme be confirmed without modification. A copy of the report is available below. The Council will now seek to confirm the scheme at Council Committee in September 2026.
