Notification of cooling towers

Under the Notification of Cooling Towers and Evaporative Condensers Regulations 1992, persons in control of premises have a duty to notify the local authority in writing with details of any 'notifiable devices'.

Definitions

Notifiable devices consist of cooling towers and evaporative condensers, except where they contain water that is not exposed to the air and the water and electricity supply are not connected.

  • A "cooling tower" means a device whose main purpose is to cool water by direct contact between that water and a stream of air.
  • An "evaporative condenser" means a device whose main purpose is to cool a fluid by passing that fluid through a heat exchanger which is itself cooled by contact with water passing through a stream of air.
  • A "heat exchanger" means a device for transferring heat between fluids which are not in direct contact with one another.

Notification

It is the duty of each person who has, to any extent, control of premises to ensure that notifiable device/s situated on those premises have been notified in writing to Perth & Kinross Council on  the approved form.

Changes

When a cooling tower or evaporative condenser is replaced,  or any change occurs which affects the particulars notified. The person upon whom the duty is imposed shall ensure that the change is notified in writing to Perth & Kinross Council within one month after a change has taken place.

When a cooling tower or evaporative condenser is no longer intended to remain, a notifiable device, e.g. is redundant, dismantled and removed from the premises. The person upon whom the duty is imposed shall as soon as is reasonably practicable after the cessation ensure that such a change is notified in writing to Perth & Kinross Council.
