Purpose and scope of guidance
National Planning Framework (NPF4) introduced a significant shift in the support of renewable energy infrastructure to address the climate crisis. NPF4 policies including Policy 11: Energy apply to all applications. Policies in LDP2 continue to apply where compatible with NPF4.
National Planning Framework 4 Policy 11 and parts of Policy 33 of LDP2 set out how proposals for Renewable and Low Carbon Energy installations will be assessed. The Draft Renewable & Low Carbon Energy Planning Guidance (2025) (PDF, 6 MB) contains detailed advice on how applicants should address policy criteria. The draft guidance covers a range of renewable and low carbon electricity generation technologies and sets out a consistent approach to be applied across Perth and Kinross.
The current draft guidance should be read alongside the following documents:
- David Tyldesley Landscape Capacity Study (2010) (PDF, 8 MB) which should be used alongside SNH Landscape Character Types and Descriptions to inform landscape studies for renewable applications.
Strategic Environmental Assessment (SEA)
As part of the SEA process, a Renewables Screening Determination 2025 (PDF, 169 KB) was made following consultation with the Consultation Authorities.
