Purpose and scope of the guidance
The Planning Guidance: Change of Use of Residential Property to Short-term Let (PDF, 217 KB) has been prepared to help businesses and residents understand how applications for planning permission for such changes of use will be considered in Perth & Kinross. The Guidance was approved by the Council's Environment, Infrastructure and Economic Development Committee on 1 November 2023 and has now been adopted as non-statutory guidance.
Short-term Let Control Area
The Council is proposing to designate a Short-term Let Control Area for Highland Perthshire and the Northern part of Eastern Perthshire housing market areas, subject to Scottish Ministerial approval. As per the Planning Notice published on Planning notices and lists - Perth & Kinross Council representation may be made to the Council on the proposal by 22 December 2025.

Any written representation should include the address of the person making the representation, the capacity in which they do so, the matter to which it relates and the grounds upon which it is made.
Strategic Environmental Assessment
The draft guidance was considered under the Environmental Assessment (Scotland) Act 2005. Pre-screening identified that it would have no or minimal environmental effects because it will be non-statutory and sit within the framework of the National Planning Framework 4 which has undergone full SEA. It is therefore exempt, and the SEA Gateway has been notified.
