When considering Property Flood Resilience (PFR) measures, property owners should check whether planning permission or other consents are required.
Planning permission requirements will differ depending on whether the property is:
- located within a Conservation Area
- a Listed Building (Category A, B or C)
- proposing works affecting external appearance or historic fabric

Airbrick covers
- Removable covers: planning permission is not normally required.
- Automatic (permanent replacement) airbricks: Seek advice from [email protected]
For listed buildings and in conservation areas consent may be required.
Flood doors
- Removable barriers: planning permission is not normally required unless within a Conservation Area.
- Replacement or alteration of traditional external doors: planning permission required. Listed Building Consent required for listed properties.
Flood gates
- Demountable gates: often Permitted Development, depending on height and location.
- Permanent gates or alterations to walls/fences: planning permission likely required; Listed Building Consent required for listed boundary structures.
For conservation areas seek specific advice.
Building waterproofing
- Minor external changes to unlisted properties: usually Permitted Development.
- Works affecting external appearance in conservation areas or listed buildings: planning permission and/or Listed Building Consent may be required.
- Changing paint or surface treatment on natural stone: May require consent even when colour is unchanged.
Raised electrics
- Internal-only alterations: planning permission is not required.
- Listed buildings: Listed Building Consent may be required even for internal works.
- External changes within conservation areas: Permission/fees may apply.
Non-return valves
- Works to domestic pipework: planning permission is not normally required.
- Listed buildings: consent may be required if decorative features or fabric are affected.
Protected Historic Buildings
Many properties in Perth and Kinross are protected as listed buildings and/or are located within conservation areas. You may need additional consents before carrying out flood resilience works. Specialist design solutions may be needed to preserve the building's character.
Listed buildings
You may need Listed Building Consent for any works that affect the character of a listed building. Check whether your property is listed using our interactive heritage map and consult our listed buildings guidance. Apply via ePlanning.scot where required.
Conservation areas
If your property is in a conservation area, planning permission may be required for certain works (and Article 4/Regulation 11 restrictions may apply). Review our conservation areas guidance and appraisals.
Traditional buildings (pre-1919)
Traditional construction often allows moisture permeability. Introducing impermeable waterproofing can trap moisture and cause damage. Seek specialist conservation advice to identify appropriate resilience measures.
