Perth West Charrette and Masterplan Framework

This Masterplan Framework has been prepared to help clarify the future opportunities for the whole area, and issues and place qualities that need to be considered in developing a Masterplan.

In the current Perth and Kinross Local Development Plan adopted February 2014, the H70 site outlined in green on the map below is identified for development, whilst the area outlined in yellow is within the settlement boundary recognising its potential for development. Perth and Kinross Council together with landowners for the area outlined in yellow and orange were keen to extend engagement and help local interests and groups to participate in developing a masterplan framework to clarify the future opportunities for the whole area, and issues and place qualities that need to be considered in developing a masterplan.

Perth West Charrette

We held a 'Charrette' or Design Workshops in March and April 2015 to allow all interested parties to participate. The charrette and masterplan framework was jointly funded by the Council, the Scottish Government and two local developers/landowners (Muir Homes & John Dewar Lamberkin Trust). The charrette was advanced as a two stage process and was held on Monday 30th and Tuesday 31st March at the Huntingtower Hotel in Perth. A second stage reporting charrette was held at the same venue on Tuesday April 28th.

The Perth and Kinross Charrette was opened by the Leader of the Council with elected members and officers of Perth and Kinross Council attending all major sessions and contributing to the facilitation of the event. There were approximately 120 attendees (including project team members and officers) throughout the two days of the first event including the evening drop in sessions, with approximately 35 attending the second event.

Preparation of a Perth West Masterplan Framework

Informed by the charrette workshops which were held in March and April 2015 the consultants working on this project, and the Council and local developers and landowners have all been involved in preparing and refining the Perth West Masterplan Framework.

The Perth West Masterplan Framework has been used to inform the Main Issues Report (MIR) of the emerging Perth and Kinross Local Development Plan 2 (LDP2).  This MIR stage is an early stage of plan preparation used to identify the main land-use planning issues within the area, and any other issues that have arisen as a result of the first adopted Local Development Plan. The Masterplan Framework has analysed suitability and deliverability of the site and assisted in identifying and refining a MIR preferred option for Perth West.

What happens next?

The MIR was approved for consultation on the 16th  December 2015. The purpose of the Perth West Masterplan Framework is to inform the review of the LDP and subject to Council approval, the MIR was published on 23 December 2015 for a 13 week period of public consultation running until 16 March 2016. You can view the  online where you will also be able to make comments on the MIR. Later stages of the LDP review can then be followed on the Adopted Local Development Plan (LDP2) page.
