Multi-Storey Refurbishment Works

Perth and Kinross Council is embarking on a crucial programme of structural maintenance at six multi-storey blocks of flats in Perth, to ensure they remain wind and watertight, warm, damp-free, safe and secure.

The programme represents a significant investment, but the work is necessary to extend the life expectancy of the buildings and ensure they can continue to provide homes to local residents for years to come.

The programme will see significant works carried out to the interiors of communal areas and exteriors of the blocks at Pomarium, Market, Milne, Lickley, and Potterhill. This will  enhance the interior communal areas of the blocks and transform how the blocks look on the outside. Planned work includes upgrading external wall insulation, roof coverings, balconies, handrails, walkways, balustrades, passenger lifts, and fire safety measures.

We plan to carry out the programme of works through a phased approach starting with Blocks 7-51 and 52-95 Pomarium Street, followed by Lickley, Milne and Market Courts and Potterhill as the final block. 

Refurbishment measures and benefits

The aim of the works is to make these homes safer and more comfortable to live in by:

  • Significantly reducing energy demand
  • Improving ventilation to reduce the build-up of moisture, damp and mould
  • Improving fire safety
  • Making homes easier to heat
  • Reducing carbon emissions
  • Reducing energy consumption
  • Extending the life expectancy of the blocks
  • Improved internal and external visual appearance.

The works also aim to bring all six blocks up to a standard known as Energy Efficiency Standard for Social Housing (EESSH2). This is the minimum energy efficiency standard for social housing and are targets set by the Scottish Government in the move to more energy efficient homes.

Refurbishment measures and benefits

In 2019, Perth and Kinross Council commissioned Structural Surveys, along with Lift and Condition Surveys, to determine the potential lifespan of the blocks. These reports highlighted that there were elements that were reaching the end of their lifespan and required upgrading or replacement.

The works that are deemed essential and planned for this year are:

  • Roof replacement
  • External wall insulation (EWI) replacement
  • Upgrading of walkways
  • Upgrading of balconies
  • Upgrading of the lifts

As outlined in a recent newsletter, the focus of this project includes:

  • Modernisation and safety upgrades
  • Energy efficiency investment
  • Enhancements to the appearance of the blocks

The programme of works will enhance the overall look, feel of the buildings, and reduce the amount of energy required to heat your property. These measures will also ensure that the lifespan of the building's lifespan is extended in line with the recommendations in the 2019 structural reports.

We have issued updates via Multi-Storey Newsletters each quarter since 2019. Unfortunately, due to the global pandemic, the programme of works had been delayed outwith the control of Perth and Kinross Council however we are committed and working with our construction partner AC Whyte to programme and carry out the works to all blocks with completion of all by 2027.

Owners of flats in these blocks are responsible for paying their share towards repairs, maintenance, improvement, upgrading and replacement of common parts of the blocks.

This includes:

  • External Walls
  • Roof
  • Lifts
  • Decoration to communal areas
  • Walkways
  • Services
  • Communal fire doors

We will be in touch at the start of Phase One for your block with information about how the works will affect you and what you need to do.

The Council represents council-owned flats in the blocks and funds their share of the costs.
