Tenant Participation - Our Culture

The culture between landlords and tenants/residents is essential for supporting and developing meaningful and effective tenant engagement. Some of the aspects which can support and drive this culture are described below. What does this mean?

Genuine Interest and Active Learning 

Landlords need to have a genuine interest in their tenants and actively listen to their opinions, needs and concerns. Providing decent housing and services that meet the needs of residents, should be at the heart of landlords' operations and decision-making.

Respect 

For engagement to be effective it should be founded on mutual respect.  Perth and Kinross Council will recognise and prioritise the values of their tenants.  Furthermore, we acknowledge that tenants provide crucial income for our businesses and that residents should, therefore, be treated with respect. 

Openness and transparency 

The culture will be based on openness and transparency. Most importantly tenants will be able to set, or at least influence, the agenda of formal engagement meetings. 

Perth and Kinross Council will communicate, openly, about the status and feasibility of requests. For example, landlords should communicate openly why certain suggestions cannot be implemented rather than shutting them down or leaving them unaddressed. 

Honesty and accountability 

Perth and Kinross Council will be honest and accountable for their actions to ensure engagement is meaningful and effective. 

Personal interactions 

Perth and Kinross Council recognise the importance of regular personal, face-to-face interactions with our tenants, alongside online engagement.  Tenants should have opportunities to build and maintain relationships with our staff to foster meaningful and effective engagement. 

Tailored engagement 

Perth and Kinross Council understand and take account of the needs of different audiences, avoiding a 'one-size-fits all' approach to engagement.  Instead of offering generic approaches, we will tailor our engagement and offer a menu of opportunities. 

Accessibility 

Perth and Kinross Council will ensure engagement activities are accessible to all residents. Tenants emphasised the importance of using clear, straightforward language and avoiding technical jargon or overly complex terminology.  In addition, assistance with travel can be provided. 

Culture driven throughout 

Perth and Kinross Council recognises the importance of a culture which is driven throughout the organisation.  This includes senior management, Elected Members and all staff within the service.  This behaviour is an important indicator of our intention to have meaningful and effective engagement.
