Purpose
This briefing note provides information on the Tier 1 Bus Infrastructure Fund (BIF) for the financial year 2025/26. The BIF was announced by Transport Scotland in August 2025. Perth and Kinross Council was awarded £ 374,000 for the design, development and delivery of bus infrastructure measures. Proposals for use of this funding are set out below.

Broxden Interchange/Low Carbon Mobility Hub: Broxden Avenue Junction Improvements - £300k
For some time now bus/coach operators have been in contact with the Council to raise concerns around the access to Broxden ILCMH. More so as the number of bus/coach departures have steadily increased over recent year (There are currently 1944 bus/coach departures per week from the site which is 3888 bus/coach movements per week through the Broxden Avenue junction). Given the safety element associated with the need to make junction improvements to the ILCMH site the Public Transport Unit have been working with Traffic & Roads Network colleagues to progress these works during February 2026. Drawings are being finalised and Utilities contacted.
Kinross Interchange/Mobility Hub: Bus Stop Infrastructure Improvements - £55k
Better quality, higher capacity passenger waiting facilities are now required to cater for the current levels of bus/coach passenger usage at the location. This is due to the increased levels of local bus/express coach services now operating via the site. The existing 5-bay & 3 bay structures will be replaced, and an additional 5 bay structure will be provided by the northbound bus bay. Improved bus shelter features will include RTPI (southbound structure only), solar lighting & bench seating. "Living roofs" will also be provided for the shelter structures.
Bus Stop Accessibility & Infrastructure Improvements/Contingency - £19k
An allowance of £19k BIF funding has been earmarked for accessibility and/or infrastructure improvements identified for specific bus stop locations. These improvements would align with the types of capital bus infrastructure project criteria for the Bus Infrastructure Fund. The £19k will also offer a level of contingency in the event of either of Project 1 (Broxden) or Project 2 (Kinross) exceeding the estimated spend. That said, any surplus spend from Projects 1 & 2 would be used for Project 3 (Bus Stop Improvements).
Transport Scotland has acknowledged that these projects meet with the criteria set for the BIF funding and updates on implementation will be provided as the projects proceed.
