Private landlords - advice and support

All private landlords letting properties must apply for and gain registration in Scotland.

The Repairing Standard: statutory guidance for private landlords (gov.scot) outlines all the elements of the Repairing Standard which private landlords are required to comply with from 1 March 2024. The aim of the guidance is to equip private landlords with full details of what they should do to ensure compliance with all the Repairing Standard.

How to register, renew or update your registration

You can apply for, renew and update your registration on the Scottish Landlord Register.

Alternatively, download a copy of the Landlord Registration Application Form (PDF, 109 KB) or request a paper application from the Landlord Registration team at LandlordRegistration@pkc.gov.uk.  

Please refer to the Landlord Registration Guidance Notes (PDF, 39 KB) when completing the application form. If you have more than one property you will need to complete an additional property sheet (PDF, 264 KB) for each additional property. You must send a cheque to cover your fees due with the application form.

Please be advised a registered landlord has a legal duty to keep the information they have provided up to date. If a change of circumstances means that the information becomes inaccurate, you must update your registration.

How long does my registration last?

Registration lasts for 3 years from the date of approval by Perth and Kinross Council.

Landlord registration fees

When you apply to be a landlord you are required to pay a fee. This is used to process your application.

The fee is broken down into a principal fee and a property fee. The correct fee must be paid when you apply for registration. View the Scottish Landlord Register's landlord registration fees.

Available exemptions or discounts are automatically applied:

  • there is no fee for HMO properties
  • there is no fee for Scottish-registered charities
  • for joint/multiple owners, only the lead owner has to pay the principal fee; all other owners can apply free of charge
  • when you apply online to more than one local authority, you receive a 50% discount on the principal fee per local authority

Please note: fees cannot be refunded if an application is refused.

Where to send payment/forms

All payments and correspondence must be sent directly to Landlord Registration, Perth and Kinross Council, Council Building, 2 High Street, Perth, PH1 5PH.

Management Service

We also offer a letting, property and tenancy management service to private sector landlords. This initiative is called PKC Lets.

The Scottish Landlord Register

Should you wish to check if a landlord is registered or find out who manages a property, you can search the Scottish Landlord Register.

A landlord who has not registered or applied for registration is committing a criminal offence and could be subject to a criminal conviction and a fine of up to £50,000.

The information provided by you will be used by Perth and Kinross Council to process your application and thereafter to keep you informed of any updates with regard to your application or licence.

The Council may also check information provided by you, or information about you provided by a third party, with other information held by us. We may also get information from certain third parties or share your information with them in order to verify its accuracy, prevent or detect crime, protect public funds or where required by law.
