School Exclusion Zones

We are introducing additional School Exclusion Zones (SEZ) at ten schools as part of our Spaces for People programme.  The additional schools are being introduced as part of a trial.  These are in addition to the four existing locations that have already successfully benefitted from these zones. Parents, children and residents have reported that these locations have been experiencing on-going road safety issues caused by drivers bringing their vehicles too close to the school gate.


  • We are responding to requests from schools, parents and residents
  • Walking, cycling and active lifestyles for pupils and parents will increase
  • Traffic speed, congestion and pollution around school gates will reduce

How will it operate?

Vehicles will not be permitted to drive in, out or around the school streets when the scheme is in operation.   Signs are located at the entrance to the schemes which will have flashing lights to indicate when the scheme is in operation. Only those with permits will be exempt from the restriction.

Schools taking part

From 1 November 2016, the following school streets have been operating between 8:15 am - 9.00 am and 2.45 pm - 3.30 pm during school term only:

  • Burrelton Primary School - School Road (from North Street westwards).
  • Coupar Angus Primary School - School Road / Townhead / Princeland Road.
  • Arngask Primary School - Access to garages off Greenbank Crescent.
  • Luncarty Primary School - Marshall Place / Marshall Road / Miller Road.

As part of the SEZ trial,  the following school streets will operate each morning and afternoon at school opening and closing times during school term only:

  • Balhousie Primary School - Muirton Place (from Balhousie Street westwards). 08:30 to 09:15 and 14:30 to 15:15 Mondays to Fridays inclusive, during term time.
  • Guildtown Primary School - School Road.  08:15 to 09:15 and 14:45 to 15:30 Mondays to Fridays inclusive, during term time.
  • Inchview Primary School, Perth - Craigie Place.  08:15 to 09:15 and 14:45 to 15:30 Mondays to Fridays inclusive, during term time.
  • Kinloch Rannoch Primary School - Alltmor Crescent. 08:15 to 09:15 and 14:30 to 15:30 Mondays to Fridays inclusive, during term time.
  • Newhill & St. Stephen Primary Schools, Blairgowrie - McLaren Park, Smithfield Avenue, Smithfield Crescent, Smithfield Way.  08.00 to 09.15 and 14.30 to 15.30 Mondays to Fridays inclusive, during term time.

Beginning 1 June 2022, the following school streets will operate each morning and afternoon at school opening and closing times during school term only:

  • Viewlands Primary School, Fairview School and Perth Academy, Perth - Braeside Gardens, Fraser Terrace, Murray Place, Murray Terrace, Oakbank Crescent, Oakbank Place, Viewlands Place, Viewlands Terrace.  08.30 to 09.15 and 14.30 to 15.45 Mondays to Fridays inclusive, during term time.

During 2022/23 (dates communicated in more detail with the schools, residents and parents prior to launch), we are anticipating the launch of the scheme at the following school:

  • Tulloch Primary School, Perth - Gillespie Crescent, Gillespie Place and Nimmo Avenue.  Launch date and operation times TBC. The launch of the scheme has been deferred until improvements have been made to the road infrastructure for pedestrians.

Applying for a school exclusion zone permit

Residents living within the streets that are closed should apply for a permit that must be displayed on the car windscreen. The Council will notify affected households by letter.  If your household has more than one car, you can apply for a permit for each car.  Please note: this only applies to those living at the address.

You will need to confirm where you live by providing us a copy of any one of the following:

  • current lease
  • current utility bill or bank statement (no more than 3 months old)
  • a copy of a current council tax bill (in your name and for a PKC address) or card or non-domestic rates bill
  • medical card

A copy of the vehicle registration document must also be produced.  Please do not send originals as they will not be returned to you.

Send your completed form with the required evidence to The Environment Service, Perth & Kinross Council, Pullar House, 35 Kinnoull Street, Perth, PH1 5GD.


  • Disabled users displaying a blue badge will be permitted as well as emergency services and contract school transport dropping or picking up pupils from the school.
  • Business owners will be entitled to apply for permits for vehicles registered at their business address within the zone.  Businesses may also apply for permits for client access.
  • Permits will be available for visitors including family members who do not live with you (however these will only be issued where a specific need can be identified)
  • Permits are vehicle specific, so if you are about to change your vehicle, please wait until receiving your new registration documents before applying
  • Parking is not affected by this scheme.  This is an access restriction during school pick-up and drop-off times for unnecessary traffic. For users without a permit, it means you cannot drive your vehicle within the exclusion zone during the prohibited times. Parked vehicles without a permit will be unaffected during these times.
  • The restrictions will be enforced by Police Scotland.  The penalty for ignoring the signs will be a fine.

Evaluating the trial

During the trial, we will work with the schools and communities to identify and promote locations away from schools where parents can park; this will disperse the cars over a wider area than at present. The use of these "Park and Stride" sites will be encouraged as well as pedestrian and cycle training and where necessary the provision of additional cycle and scooter parking.

The success of the trial will be measured through:

  • a reduction in traffic congestion and vehicle speeds around school gates as measured through before and after traffic speed and volume surveys
  • an increase in walking and cycling and reduction in car trips as measured through the annual Sustrans Hands Up Survey
  • consultation with stakeholders

Following the completion of the trial a report will be submitted to the Environment & Infrastructure Committee to recommend the retention, amendment or removal of the restrictions at the respective sites.
