Purpose

This Briefing Note provides Elected Members with a further update on preparations for Storm Floris.

Briefing Information

The Met Office's Amber warning for high winds remains in place until 11pm.

Two IMTs took place on Monday to discuss the preparations for the arrival of Storm  Floris and its impact in Perth and Kinross.

Storm Floris was expected to peak in Perth and Kinross between 12 noon and 3pm  and wind speeds are now dropping.

The highest gust of wind recorded in Perth and Kinross today was 58mph at Strathallan Airfield at 11am.

Water flow in the River Tay at Perth remains around the 50 cumec mark, much lower  than the 800 cumec level that necessitates flood gate closures. Water levels will continue to be monitored tonight and tomorrow.

Destiny Bridge was closed to high-sided vehicles, pedestrians and cyclists because  of high winds on Monday afternoon. The A9 at Birnam and the road between  Aberfeldy and Kenmore are currently blocked because of fallen trees but otherwise 
there has been little impact on the road network so far.

SSEN has reported power cuts in several areas of Perth and Kinross today including Methven, Braco, Milnathor and Bankfoot. Power has been restored to all areas except Bankfoot, where engineers are on site.

The Community Safety and Enforcement team is on standby to provide welfare checks in areas affected by power cuts if necessary. Community Resilience Groups have also been contacted and the Health and Social Care Partnership has completed checks on vulnerable residents. No concerns have been raised.

All Council services operated as normal but staff were advised to work from home today if possible. 

Police Scotland advice remains not to undertake any unnecessary journeys and to drive with caution.

Bin collections were completed as normal on Monday.

Buses are running in Perth and Kinross although The Glenfarg Community Transport Group withdrew its services this afternoon.

We are continuing to provide updates on social media for residents as required.

Monitoring of the impact of Storm Floris will continue overnight but there are no plans  for further IMTs. However, these will be stood up again if required
