Planning Guidance - Advertisement Control

Purpose and Scope of Guidance 

The non-statutory Advertisement Control Planning Guidance (PDF, 3 MB) sets out Perth and Kinross Council's approach to managing advertisements in the built and natural environment. Its purpose is to balance the need for businesses to advertise with the protection of visual amenity, public safety, and the character of our towns, villages, and countryside.

The document explains when consent is required under the Town and Country Planning (Control of Advertisements) (Scotland) Regulations 1984 and provides detailed advice on acceptable design, size, location, and illumination of advertisements. It covers specific considerations for listed buildings, conservation areas, rural locations, and digital displays, and includes technical standards for illuminated signage. The guidance is intended for residents, businesses, and developers seeking clarity on what is permissible and when consent is required.

Strategic Environmental Assessment

As part of the process we have to consult NatureScot, SEPA and Historic Environment Scotland on whether the plan, programme or strategy is likely to raise issues of significant environmental impact.

We sent our SEA Screening Report - Advertisement Control Planning Guidance (PDF, 179 KB)to the consultation authorities on 04 April 2025 to help determine whether the guidance is likely to have significant effects on the environment. The consultation authorities have assessed the screening report and agreed that the guidance is unlikely to have any significant effects on the headline environmental issues.
